Zvoma the latest Zanu PF loyalists on the back of Biti

HARARE – The partisan Zimbabwe Parliament’s Clerk of Parliament, Mr. Austin Zvoma is the latest in the Zanu PF loyalists to attack Finance Minister Tendai Biti in what he said was the usurping of Parliament’s role in the disbursement of the Constituency Development Fund and accused the process as fraught with what he called irregularities.

According to the Zvoma, parliament exists as an elected representation arm of the state which has its own vote and budget and as such should have the independence to undertake its mandate.

He said, although Parliament has been fully performing its mandate over the years, since the establishment of the inclusive government, there have been misunderstandings as the Finance Minister, Mr. Tendai Biti, is now carrying out the duty of parliament, thereby missing out on procedures.

Zvoma said the vehicle scheme for Members of Parliament and the Constituency Development Fund were expected to be handled by the Clerk of Parliament who is the accounting officer.

He says his office is not privy to the goings on regarding the Constituency Development Fund as this was handled by Mr. Biti who in the process made mistakes.

\r\n

“As parliament of Zimbabwe we are not privy to the goings on in the constituency development fund as we were not involved in the whole process.

\r\n

“As parliament we are supposed to handle our own affairs but we have no power to do that at the moment,” said Mr Zvoma.

\r\n

Zanu-PF Chief Whip, Joram Gumbo also whinged and said that the proper procedures were not followed in the disbursement of the funds.

\r\n

Gumbo said: “Minister Biti erred in the whole process and we are only being asked now to reconcile the funds which were used last year. There are irregularities in the way parliament business is being handled by Biti.”

\r\n

Zanu PF political analysts say Mr. Biti’s actions are clear cases of executive interference in the other arm of the state, the legislature.

\r\n

Tough Treasury control measures implemented by the tough talk Finance Minister have raffled the furthers of Zanu PF leaders including the President himself and his militart Generals. Everyday will not pass without a Zanu PF official moaning and whinging on about shortages of finances and the accusations on Finance Minister.

Sources said Zanu PF leaders are now jumping on the backs of the party’s GPA representatives for letting off such a strategic Ministry to be taken over by the MDC-T.
